It is intended, although as mentioned elsewhere, I feel that it makes more sense to adjust how willing the AI are to ally similarly sized powers (Diadochi with other Diadochi), and to call those with similar ambitions into offensive wars.
It makes little sense, for example, for a small tribe allied to Egypt to gain swathes of land if called into an Alexander CB war by Egypt.
