so i was reading on the wiki for soviet strategies http://www.paradoxian.org/hoi2wiki/index.php/USSR_strategy , and i was wondering, so it's possible then to "skip" technologies"? Ex. from 1918 INF upgrade IC at 0 and then when you have 1941 INF, it's possible to go straight to 1941?

Not exactly. Your infantry will upgrade the usual way, '18-'36-'39-'41, etc. But the upgrades will occur dramatically quicker. I'm sure someone here has the hard numbers on it. For obvious reasons, I only do this method when I'm not at war though.

hmm okay, but this is what the wiki itself says:

he use of IC towards upgrades is most effective as your technology increases, since upgrading units from 1918 infantry directly to 1941 infantry, for example, is much cheaper than doing the upgrade from 1918 to 1936 to 1939 to 1941. Also, dissent will come again during the great purge, and is best paid down after the Hawk (reduced dissent) and Interventionism (reduced demand for consumer goods) sliders are working to your maximum advantage. It is essential to get rid of all dissent before war with Germany, and is easily achievable before event the Winter War.

so i'm guessing the wiki just isn't updated or something?

It is just bad spelling, it means that upgrading after you have the 41 technology research is cheaper than every time when you get the new tech...

I think that with every neew tech, upgrade days and IC are reduced by half.

So, lets say, if an infantry needed 10ic and 10 days to upgrade (fictional numbers), it would be:

Every tijme you research one tech upgrade:

18-->36 : 10*10 Icdays=100
36-->39 : 10*10 Icdays=100
39-->41 : 10*10 Icdays=100
Total =300

While, if you start upgrading after you have researched all the techs till 41:

18-->36 : 2.5*2.5 Icdays=6.25
36-->39 : 5*5 Icdays=25
39-->41 : 10*10 Icdays=100
Total = 131.25
