Japanese leaders

The Prime Minister appointed in 1916 was called Field Marshal Terauchi, so he was clearly an Army man. Don't know if he was still in active service, though.

Japanese Ministers of War were always active-service generals. During this period we have:
Oka
Oshima
Tanaka

Commander of 12th Division, which formed the Vladivostok Expedition in 1918:
Otani
(I suggest giving him high skill and the Logistics trait)

I have found all four involved in the Tsingtao campiang. 3 Mj Gens and a Lt Gen. I will rate the above ministers as Mj. Gens skill 2 unless anyone has any objections? Looking at the Obs for Tsingtao the Division is commanded by a Ly Gen and the BGDEs are commanded by Mj Gens, so I will rate Otani as Lt. gen.

I will script the lot shortly and post them up for comment. We will have a total of around 12 with the admirals, which should be enough given the scale of japanese commitment to the war.

Full Bulgarian list Land leaders (you can remove as many as you want - I have pics of all of them :D )

* Indicates officers "purged" (dissmissed from the army) in 1914-1915 due to pro-Entente feelings
** Leaders that were "purged" and later joined the Russian army in 1914-1915
*** Leaders with strong pro-German stance - would have been surely removed if Bulgaria had joined the Entente

All in all: 85 leaders

one has a skill of 5 - Vladimir Vazov (the famous commander of the Bulgarian forces at Doiran); two have a skill of 4 (Radko Dimitriev and Ivan Kolev); 11 have a skill of 3; 44 have a skill of 2; 26 have a skill of 1; one has a skill of 0 (Ferdinand I)

Two have rank of 0 (Ferdinand I and Nikola Zhekov); 5 have a rank of 1; 21 have a rank of 2; 57 have a rank of 3

26 leaders have a trait; two have two traits - Kolev and Genev

All have an experience of 50 to reflect their combat experience in the Balkan wars. I suggest this to be applied also to the Greek and Serbian armies.

May I suggest that Tsar Ferdinand I, has at least 1 skill point - no doubt he was a Napoleon wannabe, but to give him no skill at all seems to be taking it a little too far.

Would it be your opinion that the purging of some general officers was inevitable? Were these occurrances important enough to made into events?

Overall, to have accumulated eighty-five Bulgarian leaders is an absolutely outstanding effort! Good show! :)

It seems the Bulgarians are way to powerful as far as skill level goes..

I dont even think Germany in Vanilla HOI is that good..

and surely if Bulgarias staff is that skilled Germany's would have to be better..

I agree to an extent with Burris, certainly some tweaking needs to be done concerning skill, although I would not be sure about giving every leader 50 for experience because of the Balkan Wars. Given this, you could give nearly all British generals the same amount of experience because of the Boer War, etc.

and I dont really think any minor should have a level 5 general.

Level 4 yes, but Level 5 should only be for majors.

Well, since I'm a Bulgarian - I'm a little biased towards Bulgarian army of course. However, unlike WW2, in 1912-1918 Bulgarian army was indeed a superb fighting machine. It did most of the fighting in the First Balkan War and in the Second proved to be a match for the combined forces of Serbia, Montenegro and Greece (but unfortunately there were also Romania and Turkey to contend with). See:
http://europeanhistory.about.com/library/prm/blsplendidfellows1.htm
I gave Ferdinand a skill of 0, because it was his decisions as a Supreme Commader that proved disastrous for Bulgaria - he ordered the attack on Chataldja positions near Istanbul in 1912, he ordered the attack on the Serbian and Greek forces that started the Second Balkan war, he put Bulgaria into a losing alliance in 1915, despite the opposition of most of the politicians and many of the generals. The "purge" in 1914-1915 was indeed a significant event as the Bulgarian army lost many capable leaders, including Radko Dimitriev and Mikhail Savov, two of the architects of the 1912 victories. I gave 5 to Vladimir Vazov as he was indeed an exceptional commander and the Entente leaders that fought agianst his 9th Division at Doiran confirmed this in their memoirs. But it is up to you of course to decide what skill to assign him.

I also realize that the list is too long - but deleting leaders has been always easier than finding them

As for Burris stating that WW1 was a different war, have in mind that the Balkan wars saw first extensive use of Airplanes for combat and that the combatants were fully aware and capable of employing all the modern weapons stuff available. At the time when French Marshal Foche declared that the planes are "useful only for sport, but certainly had nothing to do with the army", the Balkan countries employed several dozens of planes for combat. And I think all the leaders of Serbia, Bulgaria, Greece and Montenegro had indeed gained valuable experience during the Balkan wars.

Maybe you could start the leaders who were involved in the Balkan campaigns with lower skill levels but with high amounts (30-80) of experience?

Yes, that's a very good solution

The Balkan wars isn't WWI.

They lost WWI (IIRC capitulated before the war ended), I doubt it was THAT superb. Maybe somewhat talented..

Correct, Balkan war is not WW1. No war was comparable before 1914. And no war was comparable to WW2 before 1939. But what is the use of experience in HOI then?
Bulgaria capitulated two months before the end. It born the bulk of fighting (60-85% of all combat effectives; the rest A-H, German and Turkish) in 1915-1918 in Macedonia and Greece, against French, British, Serbian, Greek and Russian forces plus fighting in Romania in 1916-1918 against Romanians and Russians.
It collapsed ineveitably as Bulgaria was not capable of maintaining its army and the army itself was somewhat demoralized after four years of war. After the defeat at Kosovo pole in 1918 the army simply rebelled and marched on Sofia and then home. Except for the 100 000 men in Western Macedonia and Albania that were left as hostages to the Entente forces.
