Basicly at the start you can have 1 leader without upkeep. This means you country cant even run a general and an admiral at the same time without spending MIL points. What is the reason behind this?
There are only 2 ways to increase this limit:
innovative ideas: +1 leader
Arisocratic ideas: +1 leader
This limit is way too low and going over the limit is something players dont like to do because monarch points are to valuable.
Nations should be able to afford more generals and admirals, maybe not at the start in 1444 but definitely later in the game. Did you ever start the game in Napoleonic time as France? France starts the game with 10-14 generals I think!!! There is no way you can have so many even tough it is "historical".
SOLUTION
1) Make it so that you get +1 leader without upkeep at certian millitary technologies. (for example at MIL tech 8, 16, 24, 32)
or
2) Make going over the limit cost you money insted of monarch points. This would make generals feel more like advisors aka. important persons who must be paid quite good to do their job. For example: going over the limit by 1 would cost 2 ducats/month, going over by 2 costs 4 ducats/mont, by 3 8 ducats/month and so on... so it scales exponentially.
Also give generals and admirals travel time, like diplomats have, so players wont be able to just teleport them around the world.
Maybe even give them a little icon next to the merchant, diplomat and missionary ones, so you are able to see how much you are over the limit more easily. And they would fit there next to your other important people.
What do you think devs? I think it is a reasonable suggestion, that isnt hard to implement
