I just tried playing Russia for the first time. Turned it into Soviet russia, and boom - all military leaders are gone! Is this a known bug? Is there an easy way to fix it (other than copying them from some HoI2 savegame)?

Usually the leaqderless countries are fixed by save/reload. If that doesn't work, dunno for sure what you can do (apart from your mentioned solution 
)

Tag-switching, as is the case in changing Russia to Soviet Russia, is unreliable at best. This is not just a problem with our Mod, but a problem with HoI2 in general. As Blackoberst said, saving/reloading is the only way to try and solve the problem. I can guarantee you Soviet Russia has a full list of leaders.
Another problem that can occur while switching tags is that research becomes bugged, so always cancel research before switching tags.

Save/reload didn't help, so I guess I'll edit the savefile.
Yeah, saw that. Unfortunately I saved the game about 6 months GT after I noticed research was going nowhere.
