Leaders for Minors

In today's WWW, we saw that Finland only had two generals at her disposal. They didn't even have Mannerheim.

Finland is one of the most significant minors in HoI4, so does this mean that most minor countries will only have 2-3 generals? I'm well aware that you're able to recruit new, fictional leaders - but it's just not the same as playing with historical field commanders.

So can we expect minor countries like Finland, to recieve a few more historical leaders?

Well as long as Denmark gets its leaders im satisfied.
