It's great that you've done some coding and want ot do more coding, but I would wait until we figure out which type of coding to use.
Have you guys diecided yet. I want to code the US gernerals but can't until I find out. I still think save game format works fine and shouldn't be changed, but you guys are the leaders so.....
I would work on finding new minister lists at the moment. It will probably end up being in normal (non-save) format, since I believe using saved-game format complicates a host of things like AI files.

The big countries usually take serious scrounging. I've found the defense ministries are a good place to start looking (instead of the individual army/navy/air sites), then go searching for big unofficial dedicated sites. Once you find one, check its links section if the site itself doesn't have any good info.
Germany will be one of the hardest countries to do since they will need a big leader file yet maintain one of the smallest armies.

I don't believe we should make him an prince of terror/sociopath. I doubt any democracy would have a person that "iron-fisted brute" describes.
Plus, how can Germany have an iron-fisted brute or any sort of iron-fist? They haven't been in a war in years! And they are actually against the War on Terror, so how can they have an iron fist?

I don't think West, Band and Burnell-Nugent should be 'Grand Admirals', considering that the British equivalent is Admiral of the Fleet, a rank which none of those officers have.
