This is, unfortunately, a bug - which applies to every dictatorial and imperial ruler. Not related to the origin, but it gets hit by this bug pretty severely. Democracies and Oligarchies do not have this issue.I'll get right to the point. "Under One Rule", went for Venerable, roughly 180 years to turn THE GLORIOUS LEADER into some kind of Chosen One. Sounds fun.
73 years in and I finally get Psionic theory and quickly psionically ascended my species.....

....and we immediately have a problem in that plan.
For those who didn't notice the problem, I turned my species Psionic. Now generally, when a species turns psionic, all their leaders gain the "Psionic" trait, which provides some nice bonuses. Well my ruler, the same one I began the game with under the fancy new Origin, DID NOT get the Psionic trait.
This is a bit of a problem, considering my entire plan was test-running if the fairly strong starting leader who united the planet could become the Chosen One. This would mean we are one step closer to creating a certain grim dark universe completely in vanilla, but more importantly it would also be testing the viability of this type of empire combo. However, last I checked a leader can't become Chosen if they are not even Psionic in the first place!
Here are my two theories on why this may be happening:
1. Perhaps there is a maximum number of traits for a given type? I enabled console commands and messed around to test some things. The Ruler is on level 7, which means that with a level up they should get a Destiny trait. So I used commands to level them up, and successfully gave them a Destiny trait and two more Veteran traits, so it's not an "all" trait limit.
2. The starting ruler in a "Under One Rule" origin might not count as part of the species. This may or may not apply to all starting rulers now with the ruler editor being added, actually.
Both look like a bug but before I file a report, I wanted to ask on the forum and see if anyone else has had this issue, or if this was stated somewhere as being intentional. I have in the past mistook intentional gameplay features as being bugs.
For "some reason", rulers for life do not want to ascend
