The leader skill system implemented in HoI2 is very simplistic and doesn't take into account other facets of military and logistic organisation. Basically, I'm suggesting that leaders have two skills, their "field" skill and their "organisational/planning" skill.
A fair part of the generals in HoI2 (for Germany at least) never commanded a field division but were part of planning, yet are still represented by their "field" skill in game; Fellgiebel was Chief of Communications, Jodl who was chief of OKW, and Halder was head army general staff. None of these generals played a role in WW2 on a "field" level, but each played their role in a strategic level.
What I suggest is perhaps having these positions, 'chief of OKW' and a General Staff etc... where you can appoint generals based on a "strategic skill" which will affect battle boni in some way. The Germans had a very strong officer corps while Stalin decimated his and this certainly affected the early stages of the conflict.
And this fits in nicely with a proper command structure to be implemented in the next installment, Major-generals serving under L. generals and so-on. Officers/generals can be appointed to an army as Chief of Staff etc. based on their logistical skill so the army gets a bonus depended on the skill of the general.
It's a minor thing to implement but as I see it, HoI3 will be far more realistic than HoI2 and it would be nice to see something along these lines used in the game.
