Ok, so I have been modding my game a bit, I know how to edit events, tech. Now I am trying to figure out about leaders. I know how to add and edit them.
But for some reason on the games I have played, I don't get any
leaders in the leader pool area. So questions:

1) what triggers leaders to appear in the pool?

2) is there a command to get them to appear so I can create a event?

3) where is random leader stats located? can it be changed?

4) can you have a country not use the random leaders and only
choose from the leader pool?

Sorry if these questions have been asked before, I have
been searching for hours, I figure someone might
be able to answer them.

Ok, spent some more time playing around, still have the above
questions. I figured out how to add leaders to the
pool on a saved game. But I have to add one at a time.

Using the following:

leader = {
id = { type = 6 id = 60000 }
name = "A"
picture = "gfx\interface\pics\vonkluge_gunther3_ger.bmp"
category = general
rank = 0
loyalty = 5
skill = 5
experience = 20
trait = offensive_doctrine
}

This adds a generic leader, but not the on in the leader list.

So here are more questions.

1) category, I know general - land, admiral - sea, so what is x - air?

2) the usa has over 500 leaders, what I am looking for is how to add
all those to the pool?

1 & 2) There is no trigger or event command. All leaders are available from the start of the game. There is an event command to remove them (sleepleader) but not add them.
3) Default leader stats are hard-coded in the exe file and can't be changed (skill 0, rank 3, no experience gain).
4) No. All newly created units get a default leader; historical leaders must be assigned later.

1) air leaders are "category = commander" in a savegame
2) Not sure what you mean. If they are in the db\leaders\usa.csv file when the game is started then they are in the savegame and in the pool.

To add leaders without editing the savegame you add them to a file in db\leaders. Filename doesn't matter (except I believe it must have .csv) except for convenience since each leader entry includes the country tag it belongs to. Every leader must have a unique ID over the entire leader pool. Note the leader file is only loaded when a new game is started and after that the leaders for that game are only loaded from the savegame file. Have you looked at Havard's HoI Hacking Haven?

Ok, some of my questions were answered.

The problem then I have is the scenerio. I took road to war as my base.
Removed all the land, air, and naval unit from each country. I wanted
a scenerio with all those countries but with no units at the start.

For some reason, when ever I start a new game from this scenerio, the
leaders do not show up in the pool. So I need to start to compare and see what needs to be set to have them show up on my mod scenerio.

Unless any one has any ideas?

How did you do your edits? Using the scenario editor?

Check your saved scenario; does it have any leaders in it? (Scenario editor saves in savegame format.) Try just eliminating units from one country at a time and see if it causes problems (although you can't really reload your saved scenario so you'll need to redo changes each time).

Thanks, the save game does not have any leaders, I was adding generic leaders manually before, that is why I was asking how to add countries
leaders in. It has been while since I played this game, I just got back to it, since I have been playing it on a mac again. Have been doing editing on both my mac and pc. The keys is how the editor changed the senario, and if there is a flag that needs to be set to allow the leaders to show up.

Since the default senario looks at the each countries .inc file in that year to get it's data from. When I used the editor it then stored all the changes
directly to the senario. Will have to play with it some more
to see where I can find the flag to allow the leaders to show
up in the pool.

There is no such flag. The only reason I know of that the leaders would not show up is that the leader files are not where they are supposed to be when you load the scenario into the editor. Do you get leaders if you just load the unmodded scenario then save it to a new file? Do you get leaders when playing the unmodded game?
