Ok, the first Tanyas name was real, but there was a Soviet mission in RA1 where you could kill her.
That's why she is out from RA in the second game, and there is a new Tanya (now she has a codename, not a real one)
Ah, that makes sense. Well, in that case, there may be the potential for the Allies to have two *different* highly-skilled Tanya leaders!!
Imagine two forces of marines, paratroopers, and/or alpine soldiers attacking your Soviet provinces with Rommel's skill level and Commando distinction.

Correction, you had to kill her
otherwise she would kill your troops
Lousy enemies of the people. I think I remember... is this the Soviet level where you're trying to prevent a nuclear meltdown in Russia's interior?
If that's the case, perhaps the Allies should have a few events in which they can choose to send Tanya to sabotage or assassinate--always with the slight chance she can be killed.
EDIT: If we can find a picture of the build icon for Tanya (the one that you click on to build a "Tanya" in Skirmish Mode), it would make an ideal leader pic for her.
