I'm sure this was discussed during the dev diaries and all but I couldn't find a decent answer.

Would I be right in saying that a leader's movement skill only effects movement speed and attrition?
Now that it's simple terrain it doesn't seem very useful.

Higher manoeuvre than the opponent's general negates river crossing penalty.

That said did anyone actually consider the impact of manoeuvre in terrain? I know I had no clue whatsoever and used it as means of quickly getting troops to reinforce others while avoiding or at least lessening attrition so it increased in value for me.

Ok, the river crossing penalty is quite useful. I'm happy enough with that.

I did take it into account. If I had a general with high movement I was often willing to risk an attack on a hills/marsh province.

And you know what? This is very useful.

I mean, if there are two equally strong armies, every factor can decide about the outcome of battle and that -1 river penalty can be brutal. It is even more important if province terrain is already awful so you get smaller penalties. But really, I find myself often seeking for high maneuver generals to avoid the penalty (or I try dodging rivers).

By the way, does anyone know how much % does every point of maneuver affect army movement speed and attrition?

It negates the -2 from strait crossing penalty too. Helpful for BYZ-Ottoman conflicts and other major straits.

Anyone know why i stil get river crossing penalties even with a 4/2/5/0 leader against a opm with no leader?
