Perhaps it'd be more useful if the technologies that give leader cap, instead raised the leader starting level and/or gave the leader a chance at an extra starting trait.
I think that a good solution would be to transform the exess above 10.
Maybe change each point above 10 to a flat +30% XP increase (maybe more).
That way you will have more chance to have lvl10 leaders even with relatively short lifespans.
If it was possible to reach level 10 with a short lifespan, then what would be the advantage of the long life span traits? They would be entirely worthless, instead of mostly worthless as they are now. (When leaders cost influence to recruit, at least you could argue that longer lifespans saved some influence costs.)
