Leader Experience, glitch or by design?

Two of my Japanese Air Generals did not have their skill advance to level 5 when they reached 100 (101) experience points. Other Air Generals have had no problem. Is this a glitch or are some leaders constrained intentionally. For these two, experience continued to go up, just no advancement. And when I promoted them, they went down a level as expected, and lost all accumulated experience. I never reached the point of obtaining 200 exp points to see what might happen.

it`s WAD. All historical leaders have a max attainable skill. When they reach it they can only get increased exp which may go way above 100 points.
