Makes them live longer, but you have to have it selected in the policy tab. Pops with spiritualist will get a negative happiness modifier though (-5 for basic, -10 for fanatic)

Where/How do I see the effects? I have a level 4 Scientist doing my Social research. I enabled the policy, but there was no change in the effectiveness of the research (+18%).​

Extra level are only on new leader appearing on the recruitment roaster, those who were there before you activated the enhancement don't receive the extra level.

Also, leaders already in the recruitment roster are not affected, you have to recruit one of them for a new leader effected by the bonus to appear

Those leaders also cost more influence, and the levelup is only the lowest level(s) of course. And you can not gain extra traits on those levels, so the whole deal is of dubious usefulness.

Unless you have some other bonus, government etc that provides instant lvl5 leaders, or really need a decent admiral to fight right away.
