It would feel more realistic to me if your leader cap was influenced more by the amount of pops you have. The more pops, the higher the cap.

Having said this I found it doesn't really matter right now, since you can get leader upkeep reduction so you end up the same way, but the more realistic approach would have been to have less reductions and an adaptive cap tied to your empire size.

The leader cost is less bad than the experience reduction, since if you go too far over the cap your leaders stop leveling up. I think 8 is when it hits -100 percent but I could be wrong. And I agree that leader cap should increase with pops.
