So this is just a simple thing: being able to kill other leaders, and other leaders being able to kill you.
To trigger the chance of being killed, or being able to kill, a nation must have -150 relations with the other.
When they send an assassin, the chance of it succeeding, and being found out, if based off of the spy offence of the attacker, and the spy defense of the victim. If they succeed, there's another chance, based on their spy defense, whether they find out who killed their leader. If the victim find out it was the attacker, they get a CB and a -100 relations against the attacker, and the attacker's neighbors also get a -50 relations. The victim's rivals, however, get a +50 relations towards the attacker.
