This is more of a question for someone who hates DRM that im researching for and trying to see if i can get them interested in the game but they wont download steam. In an attempt to try and get the game to work without steam i simply launched the .exe by itself but it wouldnt let me activate any DLC there wasnt even a menu listing all the DLC. I was under the assumption that Paradox Stuff was DRM-Free so why is it that i would have to have steam in order to use DLC?

The game has to be run once from Steam to kind of "phone home", it seems, and after that is OK (for a while at least). But I would have thought you could then copy your installation elsewhere and it would run.
