Launcher stuck on Reloading Installed Mods

I tried that. The problem is that it is only affecting the HOI4 launcher and not EU4 launcher. I don't play Stellaris; I just happened to be in a thread that shares the same situation as my problem. The EU4 launcher has the "stuck on reloading" message for half a second then it disappears. Funny that I have more mods in EU4 than HOI4 and there are more outdated/removed mods in my EU4 launcher than HOI4 launcher.
I did a hard reinstall (uninstall on steam and delete the stuff on your documents > paradox interactive folder as well) and that worked. Ordinarily I wouldn't mention this on the thread itself, but I do have a theory, the launcher wasn't really cooperating even after the reinstall very well, it did load and stuff, but needed to be started several times. That is until I noticed that one of the mods I had but stopped using had actually had its page deleted by the author, so the game was constantly stuck trying to download that file. That wasn't a problem because the game let me start without it if the playset didn't have it in, but when I realised that the descriptor for that mod also didn't exist, the launcher must've been trying to find the descriptor for it but couldn't, so I unsubscribed from that mod and now it only takes a fraction of a second to get the mods loaded.
I think if you guys have any mods that you don't use anymore, check if they still exist in the workshop, or even if you do use them anyway I suppose. Thought that might be of some help. I remember from my modding days that the game REALLY hates not having 100% accurate mod descriptors.

I did what the other guy has said, but for some reason it still shows a mod being there and it wont work.
I had the exact same issue for me it showed Millennium Dawn Beta which I never really used and I tried everything and nothing. Along with that according to Steam and Paradox Plaza I am not subscribed to a single mod but the game says I am and whenever I delete the file it reinstalls it even if it is a hard install through Paradox Plaza and Steam. For no I have seen no fix so I either have to play base game or just not play at all which is a bummer because I was going to play a multiplayer match with USA States Redux.

For some people it helped to use the "unsubscribe from all" button (open the workshop in the steam client, click on "Browse"->"subscribed items" and then on "unsubscribe from all") to get rid of mods which are not on the workshop anymore. Does this help in your case?

There's a new launcher update today that should resolve the Reloading Installed Mods error!

@AndrewT it fixed the issue with mods being broken but for some reason now it will only load 16 out of the 150 or so mods I have installed on steam and I have no clue what is happening like Im glad I can play a few mods but I cant get more than 16
Are you on launcher 2021.8.3 now?
Are all those mods updated to run okay with the current game patch?
Do their files physically appear in the /mod/ folder?
Yes I am on 2021.8.3 and there are only 16 of the .mod files are shown in the /mod/ folder while the rest are still in the /workshop/ folder without actually putting a mod file into the /mod/ folder
I don't know what would allow some files to copy there but not others, that makes no sense. Can you try placing one or two of them there manually?
The physical folder does nothing to help should I try to copy the .mod file over?
I'm not quite sure what you are saying here; copying the mod folder over does not work even though it includes the mod files?

When you go to the three dots in the launcher in your mod tab, can you see more than 16 mods?
Since I don't own Stellaris, I do think that the other game launchers have the same launcher but with different "skins"
In the playset tab, there is an "Add more mods" button. If you click it, it will show all the mods; visible and not shown in your playsets. Sometimes the mods you've downloaded don't appear in your prime playset. Does this fix your issue?
