None of my launchers are working, I have tried CK2, EU4, Vicky 2, and Darkest Hour. All of them crash before booting, but the actual game exes work fine.

Have they ever worked? If so, what change or update seemed to stop them working? An AV update maybe, or new Windows patches?
When they crash is there any message or error?
Launcher problems are usually .NET issues. Visit the Windows update site and let it apply all .NET patches and updates it wants to. Also run the .NET repair tool www.microsoft.com/en-au/download/details.aspx?id=30135

I ran the repair tool and it said that it was unable to resolve the installation issue on my computer.
OK then, clearly your .NET installation is badly broken. This is a bit beyond our scope here really, as it's not a game issue but a Windows problem, but my suggestion would be to uninstall every .NEt version you have, reboot, then just install .NET 4 and 4.5 . The go to the Windows Update site and all it to patch those versions.
