launcher not updating

So i have been getting this error saying "Saving mod load order failed .Please verify the launcher has access to your Documents folder" when i open stellaris and "Something when wrong while updating the launcher. Please contact support"
-my antivirous is not blocking it.
-deleted launcher v2 and some other stuff from appdata.
-tried to run as admin.
-added it to exceptions
Nothing worked. What do i do?

- exit the Steam app entirely
- uninstall Paradox Launcher v2 from the Windows "Apps and features" utility, if still present.

Delete the following folders if still present:

- C:/users/<UserName>/AppData/Local/Programs/Paradox Interactive/
- C:/users/<UserName>/AppData/Local/Paradox Interactive/
- C:/users/<UserName>/AppData/Roaming/Paradox Interactive/launcher-v2/
To see the AppData folder you'll need to enable View Hidden Items in File Explorer.

- run steam.exe as the Windows Admin user

- run the game from the PLAY button in Steam

IF that doesn't help, in this folder are some .log files:
C:/users/<UserName>/AppData/Local/Paradox Interactive/launcher-v2/

I am having the same issue.
I went to start the game and the launcher came up. I noticed the yellow dot next to the Paradox logo telling me there is an update for the launcher. So I restarted the launcher to update it.

Updating actually brought up a different error where the launcher wouldn't launch at all.

So I followed the directions, ending Steam task via Task manager, uninstalling "Paradox Launcher v2", deleting the Appdata folders, and running steam.exe as an administrator.

Now, to be accurate, the launcher and game now load. All mods that were active before the update are still active now. The trouble is that I can no longer change or edit mods within the launcher. The mods section states "Getting list of mods failed".

Attached are the requested .log files. There is one more "launcher-2020-12-21.log" that the uploader says is empty.

Looks like your antivirus app is getting in the way:

2020-12-21 05:21:30 [daemon] [ERROR] patch: open C:\Users\Jeffrey Ramberg\AppData\Local\Programs\Paradox Interactive\launcher-v2.2020.16\Paradox Launcher.exe: Access is denied.

We now have reports of this on AVG, Avast and possibly Kaspersky.

You need to make sure all these apps are in its exceptions lists:

dowser.exe (in the Steam Stellaris folder)
C:/users/<UserName>/AppData/Local/Programs/Paradox Interactive/launcher-v2.2020.16/paradox launcher.exe
C:/users/<UserName>/AppData/Local/Programs/Paradox Interactive/bootstrapper-v2.exe

I have added exceptions for these two files:

dowser.exe (in the Steam Stellaris folder)
C:/users/<UserName>/AppData/Local/Programs/Paradox Interactive/bootstrapper-v2.exe

however, I cannot make an exception for this file:

C:/users/<UserName>/AppData/Local/Programs/Paradox Interactive/launcher-v2.2020.16/paradox launcher.exe

because paradox launcher.exe doesn't exist in that folder. It exists in 'launcher-v2.2020.11' but not 'launcher-v2.2020.16'
A lot of other files are missing from 'launcher-v2.2020.16' as well, in comparison to 'launcher-v2.2020.11'
Furthermore, my intuition tells me there need only be one version of the launcher on my computer, yet here is an older version alongside an incomplete newer one.
I have uninstalled the launcher and deleted these folders a few times now, but Steam has redownloaded them in this exact arrangement.

It is normal for the install of a new launcher version to leave the older version there.

However if Paradox Launcher .exe is missing from the 2020.16 folder, that is the problem! It will have been quarantined by your AV app - we've seen this with Avast, AVG, and possibly Kaspersky. You'll need to release it from quarantine and tell the AV app to leave it alone in future. The same applies to bootstrapper-v2.exe

Got it.
C:/users/<UserName>/AppData/Local/Programs/Paradox Interactive/launcher-v2.2020.16/paradox launcher.exe
had been quarantined. The launcher asked to update itself again, and this time 'launcher-v2.2020.16' folder filled with a lot more files, similar to 'launcher-v2.2020.11'. The mod list I had before is back now and I can do new stuff with it.
