Yes when I got to my C: file and search launcher-windows-msi two files come up
A one for eu4 and one for prison architect
From there I tried to delete the eu4 one but then I got that error

Maybe just a search or caching issue in Windows. If you go directly to that folder in File Explorer, is it there or not?
I clicked on eu4 again today and it just worked the new launcher loaded up fine

Sheesh ... okay, I'll take that as a win at this point! Glad it works now, even if we don't know why.
