As you know, the Latin Empire currently is a mission for the Crusader States (Cyprus, Naxos, Epirus, The Knights, and Athens) that only gives more claims, nothing else, no big effect nor prestige for it. But I have a proposal: make the Latin Empire similar to the Kingdom of God.
As it is not a new nation, doesn't need new tag, nor tree, nor decisions, nor anything. Is as simple as the Kingdom of God to the Papal States.

The Kingdom of God can be enabled via decision and gives a new government reform named The Kingdom of God, the tag doesn't change, remains PAP.

So my proposal is to enable a Form The Latin Empire decision that allows the following:
1. Enable the Crusader State reform (currently only available to the Kingdom of Jerusalem) (this reform can be present in theocracies and monarchies as well, depends on how you restore Jerusalem).
2. Name changes to Latin Empire (tag stays the same, if formed by Knights, stays KNI, or if it was by Cyprus, CYP, etc)
3. Disables restoring Kingdom of Jerusalem decision.
4. Grants permanent claims on some Balkan and Anatolian provinces.
5. Capital moves to Constatinople.
6. If not being already at Kingdom rank, enables Kingdom rank. (Yes, it was the Latin EMPIRE, but just in name).
Of course the above-mentioned mission of the first paragraph would have to be removed in order to make this possbile.

But, what about monarchy? Aren't empires monarchies? Well, is the same that happens when forming Jerusalem, the form of State stays the same, but you can change it in the government reforms. If the Knights form it, it's a Theocracy, but if Cyprus or Provence forms it, is a Monarchy. (See above Crusader State reform).

Requirements:
1. Is The Knights, Cyprus, Athens, Naxos, or Epirus.
2. Own and core the provinces shown in the attachment.
3. Is either Age of Discovery or Age of Reformation.
4. Is Catholic.
5. Is not a republic.
6. Is not at empire rank.
7. Not at war.

But did you know the Latin Empire wasn't named Latin Empire? Yes, much like the Byzantine Empire wasn't named the Byzantine Empire, but that doesn't stop it to be named like that in the game, and helps to avoid confusion because would be weird to use the real the names of both: Roman Empire.


Achievements? I think there are better achievements to accomplish in that region, but as the forming nations have just one, two, or none achievements, maybe The 4th Cruzade or else is ok.
