Off the top of my head strategic resources are used for three things:
  • Upgraded planetary buildings
  • Ship components
  • Edicts
I rarely upgrade planetary buildings, so that leaves the two other standing.
With a base duration of 120 months, edicts are fairly cheap in terms of monthly upkeep, which means I'll nearly always have surplus strategics.
I've not done any math on how much extra cost these strategics add to ships, but I've so far never hesitated to upgrade to high-tier weapons in 2.2.

I haven't run the numbers, but from instinct, I'd say definitely.

A healthy economy should have a good amount of strategic generation via refinery-type buildings, so the price should largely be a non-object.

Given the war-exhaustion system, you want to secure as many outright kills as possible against the foe while taking as little as possible yourself. Better weapons and shields help that.

Also, late game battleships cost a lot of alloys, so better protecting them is a smart idea. But if you're able to, I'd outfit all of your main combat fleets with top-of-the-line equipment for maximum space superiority.

Armor and shields are great for standard factions, but crystal armor with regeneration is where the good stuff is at. You can get your ships 1/3 cheaper which includes upkeep. That's worth all the potential weaknesses that come with a crystal fleet.

Yes, however.

Strategic resources in ships can be converted into alloys/minerals equivalent, how many extra ships do you need to perform the same task without using them compared to with, compared to the production cost, the gist of which is that it's more mineral efficient to have ships with then without, but the margin is small. Because of that small margin if your still alloy bottlenecked for the quantity of ships your using and losing then you want to hold at the strategic resourceless components, sort out your alloy production, and only then start upgrading your ships to higher tier components.

Beyond that things get complex, as it's a bit tricky to weigh the advantage of having a few battleships do 2% more damage over an extra three artisans.

I am running always on a little bit surplus on these rare resources in the lategame and have stockpiled thousands of them over the decades. Do I playing the game wrong? I had never really a shortage of them for the little cost from fleets in the late midgame or lategame...
