I'm well into the game and I've conquered most of the world. I have virtually all of Europe, all of Africa but a bit in the south, the middle east, India, and I'm working up into Asia. Huge realm.

Raiders are CONSTANTLY showing up around the Alps. As in spontaneously generating thousands of miles from any foreign land. Where are they even coming from, and how do they just show up like that? Maybe I missed a mechanic or maybe I missed an update feature, but last I knew the player cannot activate raiding once inside another country, yet the AI seems to have no issue with it. It's like swatting mosquitos constantly. I stand up vassal levies, and by the time I've squished 3-4 raiders with various armies, more have shown up. Furthermore, I'm seeing them in boats at times all over, and I own every single county that borders the sea.

Shouldn't raiders be spawning from foreign lands and not my own? I don't care whose Host it is, they shouldn't be raiding their home country!

Raiding hosts should always be raiding and have a notification when one reaches the borders and something in the outlier such as torstigs host is raiding the county of Praha

Also, if you stackwipe a raiding host, you should be entitled to taking all their loot.
Currently they are only an annoyance

You could justify it as saying it's a group of bandits that's gotten powerful enough to be represented by an army rather than by events or prosperity modifiers.

This. Maybe they're the medieval equivalent of Luddites or malcontents who have risen up to protest some local injustice.
