Ok, I'm playing as Japan, I have a Prussian Constitutionalism and I own Korea, and parts of China as states. Now, I don't think that's related to the title either. I have good schools, good healthcare, and trinket minimum wage. I have all political reforms at highest, except unions and parties. Parties being at gerrymandering. That's the basics.

It's currently 1900, and my economy was booming. I rose rapidly and reached 4th in Industrial Score. I grabbed parts of china for resources. But then at the turn of the decade, my economy collapsed like a rock. Unemployment soared through the roofs! I had states with over 70,000 unemployed. The issue was though, my factories were NOT FILLED UP with workers. Most of them were 40-60% filled up, and my workers would absolutely NOT them whatsoever. I tried increasing/decreasing taxes, immigration, national focuses on farmers/labourers/artisans, even imposing a negative tariff. None of that worked. Furthermore, my industry is on the verge of collapsing. I'm now forced, more or less to apply subsidies to my factories. If I even dare take them off, craftsmen leave like crazy and factories go out rapidly. I don't have any chinese substates (China is modernized at this point) in my influence. Infact, only Cambodia, my puppet in my SoI.

Any ideas on what the hell just happened?

*edit: I kept playing into the mid 1900's and eventually they all filled up. Back and running, but still confused on what happened...*

Is there some resource that your factory can't buy enough of for an appropriate price maybe? Also, of course, social policies make it harder for factories to make a surplus. But you are probably aware of that.

I have all the goods I need. I've seized Brunei, Dai Nam, Johore, Cambodia, parts of China, Korea, and Manchuria for any resources I've needed. I've done a historical check up, and apparently there was a minor depression during 1910-1911 historically. But I haven't seen any popups, events, or anything else that would have led to it.

Nothing like that in the game (event-) files. Isn't the factory popup giving you information why factories are laying off workers?

You just need to switch to interventionism, and subsiidize the factories. From the looks of it you have a lot of people you can tax to fund the factories and there over produced goods. Also NF clerks if you havent already.
