I was thinking about an advanced line of tech for the late game for automated districts and certain buildings (sort of like the FE buildings but redesigned to take advantage of techs and buildings that increase resource output) that reduces the number of jobs (or eliminates them entirely?) available from districts in return for even greater efficiency.
In return, your unemployed pops would be able to become hedonists like in Fallen Empires. It should be up to you whether to use them or not (and hedonism would be a policy) but it would be a cool way to handle late game pop growth for smaller empires that have nowhere to put them and foreshadow your empire's eventual evolution into an FE.
FE's would get automated districts as well as unique automation techs beyond what the player can naturally research (perhaps these would be the techs that allow complete automation of your economy rather than just reducing job numbers) and their buildings would remain unique. I'm not sure whether you should be able to get these techs yourself, but you should be able to retain the auto-districts on their planets.
