No, neither do protectorates/colonial nations of vassals. Which of your protectorates made protectorates?
How can protectorates make protectorates? Can't only Western nations make protectorates?
This could get tricky then... A couple of my opms have protectorates of their own...
Do you mean OPM vassals? If so just unite the HRE and you'll get the protectorates. Screenshots/details would help.
It's a function of tech difference. You need 50% difference to protectorate. With the 1.8 tech group changes, that probably means that any other tech group can protectorate Native Americans.
