I did a little experiment: An island with no highway or train connections. Instead, I placed a cargo and passenger harbour in asset editor.







The results are pretty cool: When I started the simulation, residential and commercial buildings were spawning, but there were no residents or cars on the road. A bit later the first passenger ship arrived and brought the first 30 residents:







The interesting thing was that most of the residents were working in the cargo harbour, the passenger harbour or the power plant. These 3 buildings provided about 350 jobs alone. That was also the reason why no industry spawned. Cargo ships only brought goods for the commercial stores and the power plant.

Industry started to spawn when the population was twice as high as the job count:







The good thing is that the harbours didn't cause any expenses. It looks like buildings placed in the map editor are handled as "untouchable". That also means you can't open the info window, but that's only a minor problem. At least you can bulldoze the harbours.







It would also be possible to use an airport instead of a passenger harbour. And it doesn't have to be in the initial tile!

Very nice. I've built many highwayless cities and they're great fun to play with. I had always relied on trains mostly and relying solely on ships is a novel idea. I'm going to have fun with this.

Can you import cars with a cargo harbour?
Cims carry their cars in their pockets and Cims immigrate to the island via the passenger port. Once they disembark onto the island, they can either take the nearest available public transport, or walk or remove their car from their pocket and drive ;)

Am I correct in assuming, then, if a map does not have any connections to start the cities will never develop?

What if you were using "Unlock all?" Would your own placed airports, cargo hubs and terminals work for that?

A few houses will grow because there is some initial residential demand. But these will never be occupied.

What if you were using "Unlock all?" Would your own placed airports, cargo hubs and terminals work for that?
Should work.

How could you place the harbour in map editor?
I just created one (copied one) in asset editor and set the flag to "use in map editor".
Still I can't find it there...

How do i activate the map - it doesn't show up in the cities starting screen (i guess because there are no Road and Train connections...)
