That's a real issue. Actually, I also don't understand how can they form armies that are way bigger than the population of the original province. I think they should reduce the population of the province they come from. Or, maybe, there should be some kind of a rebel 'pool of forces', like the player's manpower, which would depend on several factors (e.g. provincial population multiplied by the revolt chance) and would be used to create and replenish rebel armies.
Anyway, there should be a link between the population and the rebel army size. From my limited understanding of scripting, population is never checked in any rebel events. Only number of cities does, which is hardly an adequate replacement.
Does anyone know how can we modify 'create_revolt' settings? Or is it hardcoded?

Province population only reflects the urban citizens, not the people living in the countryside.
So those rebels you see pop up have gathered from all over the province.
So I don't see it as an issue.

How come you don't tax them then? Peasants were the vast majority of the population in feudal Europe, and gave their lords a fair portion of income. If they aren't accounted for, as you suggest, then they are of no use absolutely to their lord. Only good for spamming rebellitions.

Province (base)tax determines how many rebels will spawn.

So, actually your thought is quite good: the higher the base tax in a province, the more people & wealth exists, the higher the number of rebels that may rise against you. Just beleive that the peasants are added to the tax value, not the pop count... ;)

Well, shouldn't the appearance of rebels change the base tax then? Or give some modifiers to it? I mean, the way it is now, they come out of nowhere and vanish into nothingness, not changing a thing in the province itself (if they don't win, of course).
Say, if you have a province with a 25% revolt chance, it means that roughly once every four months you slaughter a few thousand people (if everything goes well). Even if we leave aside the question where the hell do they keep coming from, isn't that sort of carnage supposed to have some effect on the economy?
Personally, I don't want an easier game, with rebels nerfed or anything. But I want TRANSPARENCY.
