The recent change for reduced army sizes did not address the event "Large bands or rebels and opportunists are flocking to X", resulting in interesting events; the newly arrived rebels stacks can now easily outnumber the *combined* forces of both sides.

That's not a bug.
Try hiring mercenaries, or better yet try not to let the factions grow too powerful :p

If they are pagans then try holy orders

Well, I got a rebel army stack of 270k against me. That, as said, was more than the armies available for both parties combined, and I'm not sure if there was enough mercenaries available in the whole Europe to counter that :p

I'm pretty sure this should be downsized as the size of armies decreased so much.

We are aware that there is a problem with the size of rebel stacks at the moment.

I'm so relieved to hear that!
I know as a fellow programmer that when you build up such a complex and massive system such as this game, there are things that you could oversee even with extensive testing.
I would also appreciate when if you may tell us approximately when you are planning to address this issue.
And if you have not already, my humble suggestion would for you to take a look at Mann's post.
It would surely ease the debugging process for you.

p.s. If I'm not mistaken one additional issue that's not been mentioned in Mann's post is that the event troops do not ever disband. This broke an Ironman game of mine where one count gathered a massive number of units out of thin air and then just kept on pressing the claims of ERE claimants one after the other every single month cause she basically had the necessary numbers.
