I'm playing my first game with HIP installed, as Rurik in the Old Gods bookmark. I started a claim war on the petty king of Vestrgautland. He had about 5000 men available from levies. Several months into the war, he now has an additional 7500 event-spawned soldiers. He's not preparing an invasion (and anyway they seem to appear next to his main stack, rather than on his capital); he's also not fighting any other wars, so they're not spawning due to a civil war or anything.

I was also just attacked by a Slavic rival who somehow had about 4000 event troops in addition to their 2000 men from levies. Can anyone explain what's going on?

According to the October patch notes, that decision has been removed. It isn't available for me – if it were, I'd definitely use it at this point.

Edit: I've checked, and the character only has 96 prestige, despite a bunch of successful conquests. So maybe the decision is still available to the AI, and he spammed it three times? I don't mind the removal of that decision, even though it's the main benefit of being tribal, but I think it should be unavailable to the AI if it's unavailable to players.

That is indeed my comment. I figured that I'd still let the AI have access for now, unless it also proved problematic, since usage of it for the AI is entirely limited to direct wars with players (e.g., even enemy AI allies against the player can't use it), and the AI can't / doesn't abuse the decision in any of the highly problematic ways that players do. I'll consider dropping it for them too, but personally, I find the additional resistance to Ultimate Player Domination a bit welcome.
