Laptop,can't open Console .(I can get a § in a txt file)

My computer is a toshiba satellite M100 laptop ,I can get a § by Fn Alt 167 in a text file, however, i can't open console by inputing ALt 167.
Is there anybody can help me?

I know. Had the same problem with EU when I did some testing. I scoured the internet and well, some laptops just doesn't seem to be able to do it. I have an external keyboard laying around though so I can always use that. But my laptop is incapable of doing it, simple as that.

Alt FN 21 or Alt FN 167. Works for me.
