In my current game, both league leaders are HRE members, and Landsfriede had already been established in the empire prior to the Leagues being enabled. Right now, neither side can therefore declare war on the other.
I think I remember once reading that in case no war was fought, the dominant side would win automatically after some decades, but its been 60 years now.
Is it intended for the Landsfriede reform to trump the religious wars, and if so, perhaps it ought to disable the leagues part completely since there's already a strong catholic emperor?
And in the case of my game, will the Catholics win by default at some point or will the two leagues that cant fight stay in perpetual gridlock? No further reforms can be voted on until the leagues period end, so for I'm just waiting.
