I'm still getting used to the mechanics in this game, so I could do with a bit of advice.

In summary, I set up fascist Ireland, made a faction with fascist Spain, staged a fascist coup in Britain, and eventually won a major war against the allies. Ireland and Spain pretty much reaped all of the rewards, taking France, India, Australia, Canada, Belgium, Switzerland, the Netherlands, and so on.

To get to the point, I, Ireland, took Switzerland, with its 170 steel. Now, it seems that being landlocked between Spain and Germany has blocked my delivery of all of that lovely steel. I'm on good terms with both nations, especially Spain because we're in the same faction.

Is there any way for me to get access to my steel in Switzerland? I'd assumed that this shouldn't have been a problem since I'm allied with Spain. Am I missing something here?

AFAIK you either need to border a country or have transports to get the goods over the ocean.
No way for trucks to transport things through third countries, no matter how much they like you, sadly.

So, if I understand correctly, I would need to, for instance, own enough states between the Netherlands and Switzerland to deliver that steel?

It would make sense that I couldn't deliver it if I was enemies with my neighbours in this case, but the current situation hardly makes sense.

I wonder if this is an intended mechanic or an oversight.

What’s your export law? They are currently neutral so your goods should flow to your homeland properly. I’m assuming that most of that 170 steel is being sold to other countries.

Turns out this was covered two years ago:

Linky

TL:DR - you're boned, and it's intentional. Sadly.
Yeah I spotted that thread, and another one.

I'm not sure if it as intentional. While it's a recognised issue, it hasn't been raised much except for about 2 or 3 threads including this one, and I haven't seen anything that suggest that it is in fact intentional.

I wonder if anyone ever posted a bug about this. I haven't spotted much else here on the forums or elsewhere discussing this.

Maybe the devs already recognise this and it's just not an easy fix, or not enough people have complained about it.

My guess is that the devs saw this as something that would very rarely happen, so they thought there was no need to "fix" it, since fixing it would involve creating some kind of new mechanic to determine whether goods could pass through another country or not.

I can see how the mechanics might be limited in such a way that there's no easy fix. It still seems fairly fundamental though. There are plenty of territories with rich resources, and that 170 steel I should have access to is nothing to be laughed at.

I suppose the real problem here is "border gore". After some major war ends, every winner will want a slice of the global pie. So, in mid-to-late game, I'd expect there to be plenty of "border gore" with many rich resource locations being blocked in a way that doesn't make sense. Maybe if there was a reasonable way for me to trade territories with other nations to reduce border gore so that we can all access our own territories, even if it meant me giving up my 170 steel for some other resource location that Spain owns. Seems like it could easily be a win-win for both nations. Although, that would probably involve even more complex mechanics, more complex than allowing me to move my resources through my ally's land.

I started a bug on this if anyone is interested.

I think their assumption was that there should not really be a situation where a country's territories are divided by other countries (as opposed to the sea). Certainly there were no historical examples of landlocked enclaves of economically significant size during the timespan of the game.

i'm facing a similar problem. After defeating Soviet Union, I shared with Japan and they left me with 3 states east of Mongolia, which I took because of all the steel and metal there.
