Landlocked Axis Faction Leader: Xibei San Ma

This is a strange situation... I'm playing as the USSR, I beat Germany/Italy/Japan by 1943, and I decided to spend a couple years researching before moving on to different countries. I just recently conquered Portugal, but I can't annex due to Xibei San Ma being the Axis faction leader. I can't invade Xibei as all the level 2 infrastructure (or greater) routes into the country are in neighboring countries. So do I just have to accept that I can't annex the remaining axis minors?

I've tried using console commands to force nationalist china to give military access, but supplies don't seem to route through neighbors, so my divisions refuse to invade.

You cant invade a country through neutral territory.

You've got two options, invade Nat Chi or Sinkiang (you should be able to cross through Sinkiang if they're in the Comintern). OR you could try putting an air field down and trying to drop some PARAs into Xibei from Kazakhstan or Mongolia.
