I'm trying to piece togeather a mod of some sort. In this mod I want a couple of things. First off, can a count/duke be a vassal of a governor/magistrate? Secondly, say I got a couple of counties. I now want their liege, the govenor, to exist but not have any land. Is that possible, and if so can he have a court so that the succession will go on? Thirdly, if all this works, can you interact with the Republic and will the AI do that?

Yes, you can be a vassal of a republic

I don't think you can create a landless liege, the scenario will crash upon loading, but you will just have to try it to be certain. But a landless liege certainly can't have a court

The interaction between you and your republican liege will be the same as between a fuedal liege I believe. I have played a game as the count of Lubusz in 1066 who is a vassal of an archbishop and that works the same way as an fuedal liege

Landless lieges occur through bugs it seems, usually by conquering all the personal demesne of a Muslim/pagan duke/king level guy. Then he disappears forever but his vassals will still retain him as a king, and the guy is only reachable if you click on his vassals' liege portrait.

If this happens, the liege will revoke one of their vassal's lands and thus "reappear". The only exception is if the landless liege only has a son as vassal left: this title will never be revoked.

Had a game recently where Byz lost all his personal desmesne but couldn't get the vassals to trust him enough or agree to give up any of their county titles. IIRC, though, he wasn't long in the pink shield oblivion land before he actually reappeared - as a courtier of a county in Crete.

Think of it like an inconvenient vacation...
