Landed Titles: Mosque/Wilayah

I noticed in the grant landed titles, I have 2 territories I can grant.

My second territory is kinda weak.

My first (capital) has both a Mosque and a Wilayah. On the diplomacy screen there is a guy without any title from my culture, has an heir; also no titles.

I click to see what I can give him and I can give him:

Capital itself

Mosque
wilayah
(both in capital?)

and sucky territory.

What happens if i give him the mosque or wilayah?

He becomes a wali (same as baron) and can hold both mosques and wilayahs.

I don't really understand. Is masque/wali kind of a useless title to give people i don't want to give a good title to?

Yes and no. They are actual baronies, however they aren't really that useful with less than .5 gold income per month, half of which goes to their liege.
