I am a bit puzzled by the way the OoBs have been created. Some units are upgraded to the most recent tech levels, others are one or more tech levels behind. While I understand that there were different types of units as well as first and second line units, I would expect the equipment of first line units to be basicially the same as second line units (for example for Imperial Germany: an Infantry Division and a unit designated Reserve Infantry Division).

Is there a particular logic behind the tech levels of individual units and would it be possible to share that for the major powers?

The real weirdness is nations starting with units they don't have the technology to build yet.

Chances are the different tech levels at the start of games is supposed to represent the level of quality or readiness of particular units.

Coming to think of it, I seem to recall that I was able to upgrade my units into unit types I had not researched yet, eg upgrading an infantry division to mechanized infantry... in the 1914 scenario... as Bulgaria.

Did a quick check on the German units. There was no significant difference between the equipment and size of regular divisions and reserve divisions... Not sure about divisions designated 'Ersatz'. Landwehr units were generally attached to Corps and not fielded as individual divisions, rather as brigades, at least initially. They were basically militias.

Perhaps the level is supposed to represent different levels of training? Presumably Ersatz divisions would require some investment in training to get to the same level as a regular division?

Units designated "Ersatz" (replacement) would be made up of a core of professional soldiers and conscripts. These men would need refreshment but since everybody had to serve a period of time as conscript (2 years for Imperial Germany, IIRC), that refreshment wouldn't take too long.
