No, they weren't. The Fall of Constantinople in 1453 saw the Ottomans assemble an army of 80,000 to siege the city. The Battle of Chaldiran in 1514 saw an Ottoman army of between 60-100,000 clash with a Safavid army of between 40-80,000. The Battle of Mohacs (1526), which saw the capitulation of the Kingdom of Hungary to the Oottomans, saw an Ottoman army of between 50-100,000 defeat a Hungarian army of between 25-40,000. The Siege of Vienna in 1529 saw the Ottoman forces number at 120,000

The Battle of Flodden (1513) between England and Scotland saw an English army of 26,000 defeat a Scottish army of between 30-40,000.
In 1525 the Battle of Pavia between France and the HRE saw a French army of 26,200 defeated by an Imperial army of 28,300.

All of these battles were before 1600, and armies only grew larger as time passed.

Ottomans get more than 100k quickly, and city states project force far further than they could irl

The numbers I listed are for Ottoman forces at a single battle. Consequently, it is not unrealistic for Ottomans to get to more than 100k quickly. It is, in fact, quite historical. I will grant that OPMs can generally field more troops than they could IRL, but that is a matter of game balance. Also, OPs post was a claim that massive armies were unrealistic in the timeframe of EUIV. A claim that is patentably false. Armies in the hundreds of thousands were regularly wielded by major powers during the timeframe covered by EUIV.
