The logic behind both Land fill & Incineration Plant is flawed. I have one Land fill and two incineration plants placed right next to each other. However, when the land fill is full it stays full, and when clearing the land fill trucks hall the garbage to another land fill.... all the way across the map.
What ought to happen is all garbage goes to the land fill, gets sorted, then moved to the incineration plant automatically. The creator of the map shouldn't have to select empty land fill, as long as an incinerator is present.
The same for cemeteries and crematories.
