is it possible to mod lakes and or inland seas to have ports, IE if I wanted the Caspian to have a port (or ports) could I?
how about the Great lakes, or other ones?

also, is it possible to mod a land connection between Siberia and canada to simulte crossing over the Pole?

Yes. Edit the adj-defs.csv in map folder to make connections between provinces. And province.csv in db folder for placing harbours.

Just beware, the AI may not be smart enough to tell the difference between a lake and an ocean, and so may put its blue water fleet into the Caspian or the Great Lakes.
