Is it hard coded that laissez-faire/Interventionism government types do not allow player to build new factories or is it modable?
I think it might be slightly more realistic (for those that don't want to shut down their entire economy just for a socialist revolution) that the state (the player) should still be able to build factories under laissez-faire/Interventionism, but at a much, much higher cost.
Ideally you would want to do something like "set national priority" for some capi's that want to take up contracts for the state for what to build. increasing the cost (by alot) of building a factory could be one way of simulating this under a laissez-faire/ interventionism gov.
You would probably have to hardcode alot more if you wanted to add a whole new feature of somthing like "issuing contracts" to help stimulate capi's to build something specific. I think though that the contact thing would help too if we want to focus on expanding certain factories, since capis generally don't do that at all.
I think though, that since revolutions you could go even a step further and link capis and the amount of factories you can make. Like if you build a specific factory the capis must be the ones to make it, and the money will come from them, so even if you had the parts you still need to wait for them to have enough money. I dunno
