When I zoom on Finland and try to move the map while the game is not unpaused , I have lag . That happens only when I zoom over Finland .

Yes there is, you need to download a large address aware program that allows the game to access more of your computers memory, do a search in google or this website and you will find it. The game puts a limit on how much memory it accesses. The mod black ice requires this to run. If you go to mods on this website and go to black ice you should be able to find the large address aware

Run it for the TFH.exe in the hearts of iron 3 folder. Make sure you run it in the main folder and not the folder where the save games are. Which is usually in your documents folder.

Not sure what else I could recommend other than more memory or a better graphics card but that's just a guess, sorry it didn't work out for you. A cheaper option would be lowing the resolution of the game a bit may help
