I believe that the lack of rc is due to the a.i. countries trying to maximize luxery clothes production, so all produced rc is used in making luxery clothes. Damn a.i. efficiency.

It's actually very innefficient as those luxury clothes factories produce nothing due to a shortage of regular clothes.

The AI has apparently been tweaked to adjust to WM shortages and build factories accordingly.

To clarify myself, want I meant by effiency was that the a.i. organizes its production so that every rc they produce goes strait to lc production to maximize profits. There is no 'spill over' in their organization unlike a human who would usually produce more clothes than are needed for lc. Though, I have not tested this theory yet, but it does explain the availability of lc on the wm.

Yea this bug or w/e is incrediably stupid, 1st of all you need 2-3 fabric factories to produce enough fabric for 1 regular clothes or a clipper. 2nd of all you barely make any clothing in factories. This is really stupid because I dont know what eats up all the cloth? Is it POPs that take all the goods? Because in all my games I dont think Im ever able to get regular clothes, nore can I get fertilizer or fabric.
