Lack of Resources

I'm playing as the USA. Trying to produce my 75mm artillery. It says no factories assigned. Production efficiency of 0% because -100% lack of resources. Resources required: 1 tungsten, 2 steel.

When I go to my resources page, it says I have a surplus of 48 tungsten and 117 steel.

What gives? I've been running into this problem a lot lately.

A screen shot would be helpful. Is the factory grey (under construction), red (destroyed by bombing / partisans) or green (working fine)

Is your surplus actually a surplus or is it base production and most of it is being traded away?
