In two of my games, I have noticed I've not managed to acquire one leadership point, bar an event which grants you ten. As for developing them myself, I've had no joy. I always pump money in the relevant bar (the defence, I understand), and yet I get nothing from it. What is the problem?

Probably that you have no officer POPs. Promote some. They must be of your national culture, non-national officers only give a one time boost in leadership.
I often feel quite stupid asking these questions, when the answer revealed is painfully obvious. Appreciate the answer though, thank you.
