I was playing as Italy with historical focuses off. Germany went Oppose Hitler and in 1941 offered to kill Mussolini. I accepted and went to the focus tree and saw that I'm unable to progress down the Il Duce cult path because Mussolini isn't my leader, and can't convene the grand council of fascism because the balance of power isn't in their favor enough. I can't even move the balance of power because all the decisions in it have disappeared. Very disappointing.
