Lack of diets locks estate rewards for parliamentary governments

Now that Diets have an impact on all estates and don't exclusively affect the Nobility estate, which parliamentary governments don't have, I feel that they should be able to be called but only have options for the clergy and burghers.

By not giving parliaments access to diets, it heavily nerfs this style of government as it removes a lot of the estate rewards which you previously could have gotten before (bonus papal influence, 40 tradition admiral etc) but can now only get as a reward through calling a diet. It doesn't make sense to remove access to the rewards from the two estates you do have, just because you don't have a nobility. I understand that parliaments have access to parliamentary debates, and I can see why some people would say this is their equivalent of diets. However the rewards previously gotten through estates (and now gained through diets) are not available as parliamentary debate rewards, and nor does it make sense for them to be.

The fact is that certain useful estate rewards for clergy and burghers can no longer be obtained without access to a diet. Either give parliaments some other way to access those estate rewards that they had before the update, or give them access to a diet mechanic that doesn't include the nobility.

I would rather say that parliament should be reworked to be able to compete with Diet, because now it seems that holding a diet is much more profitable than having parliament which is a strange point of the legislature evolution over time. So I suggest to choose between estates or parliament and make the latter more interesting and vivid.
