Labourd is Iberia. PDX, why did you have to do this to me?!

It's a side effect of the rule that every area has to belong to one region. It's part of the Basque area currently.

Very frustrating. Labourd, Canarias, Jeju, and other provinces still have wrong area and region.

And as has been said multiple times already many of these will be revisited in the future (especially islands).

The Balearic islands are part of Italy? Why did they change it?

The fort rework required islands not to belong to inland areas. As you know an area can only belong to one region so therefore 1.19 Baleares are in the italy area together with a bunch of other islands.
